How early should the technical team be involved?

Ideally at architectural design stage. That allows containment, the server room and electrical provision to be planned correctly from the outset. Later involvement is always more expensive and more constrained.

Can it be deployed in stages?

Yes. We start with the network base and add AV, access control and automation over time — the architecture anticipates that expansion from the beginning.
